Developer Unveils Master Plan for Outlying Fields in Beulah

Escambia County, FL (Newsradio 92.3) -- The developer behind the Outlying Fields project has unveiled a new master plan for the 300-acre site in Beulah formerly known as OLF-8.
Chad Henderson, CEO of Catalyst Healthcare Real Estate and partner in Tri-W, presented what he called the 14th iteration of the plan at Commissioner Steve Stroberger's District 1 town hall meeting this week. He said the project aims to create "the beating heart of Beulah."
"This is not about putting up buildings, hanging shingles, and finding somebody to pay rent," Henderson said. "This is about being very intentional and finding those types of uses that create a sense of place."
The plan includes five districts: a walkable town center with curated local retail, a residential district with higher-density housing, a community district featuring a lake and trails, a commerce district along Nine Mile Road, and an Employment, Technology, and Innovation district targeting aerospace, cybersecurity, marine innovation, and biopharmaceutical companies.
Henderson said the residential district has been moved to the northwest corner of the property, a change from the original DPZ plan that will require future land use approval from Tallahassee.
The developer has put $150,000 in non-refundable earnest money into the project, with additional payments due through a targeted closing date in September 2026.
Henderson said the project tries to balance three stakeholder groups: the community, economic development interests, and Escambia County's investment in the land swap.
