Escambia County Parents Demand DCF Reforms After 'Catastrophic Failure' Report

Parents rallied Friday in Escambia County demanding accountability from the Department of Children and Families after a grand jury in Florida's Fifth Judicial Circuit released a damning report citing "catastrophic failure" in the agency's duty to protect children and vulnerable adults.

The report documented multiple cases where DCF failed to intervene properly, including situations that resulted in a child's death. The findings have sparked action at the state level, with State Senator Don Gaetz now drafting reform legislation based on the report's thirty-four recommendations. The proposed changes include tighter oversight of DCF contractors and expanded avenues for parents to challenge agency decisions.

Local cases are fueling the push for reform. Gaetz points to the Kenlee Zuraff case in Santa Rosa County as a stark example of DCF overreach. The seven-year-old was removed from her home without sufficient cause, according to Gaetz, and her family has spent nearly two years fighting for reunification. State Senator Jason Pizzo, who represents the Zuraff family in the ongoing case, says the concerns raised by the Fifth Circuit grand jury reflect a troubling pattern affecting families across Florida.

Gaetz's proposed legislation targets two key areas: creating consequences for false information presented to courts during DCF proceedings and establishing stronger oversight mechanisms for DCF's network of contractors statewide. The reform effort reflects growing bipartisan concern that the agency's current structure and accountability measures are insufficient to protect families from wrongful intervention.
