$189 Million Renovation Plan Could Transform Pensacola Bay Center Into Regional Destination

Pensacola, FL (Newsradio 92.3) -- Escambia County commissioners received a comprehensive feasibility study on Friday morning, proposing $189 million in improvements to transform the 41-year-old Pensacola Bay Center into a competitive entertainment and convention destination.

The plan from Legends Global, the facility's management company, includes three major components: $71 million in arena renovations, $84.4 million for a new event center, and $29.8 million for a practice ice rink.

Arena Improvements

The Bay Center renovations would add a stage pocket that increases concert capacity by 1,800 seats to over 8,500, create new premium seating areas including bunker clubs and mid-level clubs, modernize concessions with market-style self-checkout, expand the loading dock, and renovate the exterior with LED signage and lighting.

Doug Thornton, President of North America Venues for Legends Global, emphasized the competitive pressure from Mobile's new arena project.

"Mobile's not going away," Thornton said. "They're going to build that building. And if you don't do something, you will be left behind."

Event Center and Ice Rink

The proposed event center would provide 55,000 square feet of column-free, subdividable space capable of accommodating four basketball courts, nine volleyball courts, or various convention configurations. The 35-foot ceilings would allow for multiple tournament and event types.

The practice ice rink would create the region's second sheet of ice, making Pensacola tournament capable. Currently, the Bay Center has the only ice sheet within a three-hour drive.

Economic Projections

The study projects $59.2 million in annual economic output, attracting over 500,000 additional attendees yearly. Legends Global says the improvements could generate an estimated $1.4 million annually in new county sales and hotel tax revenue.

Perhaps most significantly, operational projections show the renovated complex could eliminate the county's current operating subsidy, projecting nearly $2 million in positive net operating income for the Bay Center alone.

Critical Missing Piece

Consultants said that a full-service hotel with 200 rooms and 30,000 square feet of meeting space would be essential for maximizing convention business. This would require a public-private partnership and is not included in the $189 million county investment.

Concerns Raised

Commissioners expressed concerns about parking, as the plan would eliminate 460 spaces for event center construction while adding 800-1,000 spaces needed. No parking solution is included in the current proposal.

Darrien Schaefer from Visit Pensacola questioned whether the event center truly functions as a conference center without a proper ballroom, and whether the $30 million practice ice rink is the best use of downtown real estate.

Next Steps

Commissioners will revisit the proposal after a joint meeting with Pensacola city officials, who are completing their own Bay Center study expected in March. No funding sources have been identified, though tourist development tax revenue is expected to be a primary source.
