Tugboat Captain Charged With Manslaughter in Biscayne Bay Crash That Killed Three Children

Tampa, FL -- A tugboat captain is facing federal manslaughter charges after a collision in Biscayne Bay last year killed three children from a Miami youth sailing program. Yusiel Lopez Insua faces up to 10 years in prison. Investigators say his visibility was restricted, there was no lookout on the tugboat, and he may have been on his cellphone at the time of the crash.
