022725 (NORTHESCAMBIA.COM) The state's 1st District Court of Appeal on Wednesday overturned the Commission on Ethics decision that former Escambia District 2 Commissioner Doug Underhill be removed from office after allegations that he misused his office and that he owed $35,000 in penalties for alleged ethics violations. The appeals court found that the commission "erred" in the interpretation of the law and compelled a different result for Underhill.
